Jail or No Jail

is this person per say the actual final suspect person or not, because if so we need to put a vote out on the going to jail with parole and getting out possibly or not getting out of jail and having a life sentence? so, please comment on this post as soon as possible I need answers or we won't be able to move onto the next case.
